The following document was first released to the National Security Archive circa 2015. There were some redactions, so The Black Vault filed a Mandatory Declassification Review (MDR) case on November 27, 2021. Since the document was only a few pages, it took only about a month to complete. However, this MDR case was a little strange. In most cases, an MDR “success” is when redacted are lifted, even in part. An MDR “failure” is when nothing changes. This?
